Preheat oven to 400°F (200°F). Line 12 muffin cups with paper liners.
Whisk together flour, sugar, baking powder and salt in large bowl. Sprinkle lemon zest over top.
Substitute lemon zest with orange zest or lime zest if preferred.
Whisk together egg, milk, melted butter and vanilla in medium bowl.
Stir milk mixture into flour mixture just until moistened. Fold in blueberries and cream cheese chips. Divide batter evenly among prepared muffin cups, filling about three-quarters full.
Bake for 20 to 25 minutes or until muffins are golden brown and tops spring back when lightly pressed. Transfer pan to rack; let cool for at least 10 minutes before serving.
